FRANK ERB serves as the Pastor to California’s Leaders™ at the California State Capitol. As such, he reaches out to our state leaders and leads weekly in-depth Bible Studies for Senators, Assembly Members, Constitutional Officers/Statewide Leaders, Department Heads, Legislative Staff Members, Lobbyists, Sergeants-at-Arms, and others. He also meets personally with many to provide Biblical guidance, counsel, and prayer. In addition to his work at the Capitol, Frank frequently teaches in churches and to groups throughout the state.
Frank’s ministry is non-partisan, since what government leaders and all people need most is the heart transformation and spiritual maturity that can only come through the Good News of Jesus Christ and the Word of God. As elected officials’ hearts and minds are transformed, God will be glorified, they will be blessed, and the Lord can guide them in making better decisions and laws and having a more positive impact on those they represent and associate with.
Frank serves in association with Capitol Commission®, a non-profit ministry uniting pastors in Capitols across the United States. As the prophets went to Israel’s leaders and the Apostle Paul went to Rome’s leaders, Frank and his colleagues are going to America’s leaders.

Vision:
God has opened a unique door for Frank to reach into the lives and hearts of the leaders of the most populous and influential state in the most powerful nation on earth. In addition, many he helps later serve in U.S. Congress or other national and international leadership roles. Frank’s work is a strategic ministry that is making an important difference for our nation and the Kingdom of God.
This work is still relatively unknown and underfunded. Additional funding will be used to:
- Stabilize and sustain the work in Sacramento (currently about 70% funded)
- Travel to meet with leaders throughout California and in Washington, D.C.
- Produce quality discipleship materials for leaders
- Bring on an executive assistant to assist Frank
